BULLETIN : BROWN MARMORATED STINK BUG – BMSB RISK SEASON 2020/2021 : AUSTRALIAN PORT ARRIVAL 01.09.20 to 31.05.21 inclusive
Updated guidelines and fumigation requirements have been circulated from Australian Department of Agriculture and Water Resources (DAWR) pertaining to mandatory pre-shipment fumigation requirements to protect against Brown Marmorated Stink Bugs for the 2020/2021 high risk season.
In response to the rapid expansion of BMSB throughout Europe and North America, the department has retained the seasonal measures to manage the risk of BMSB from arriving in Australia for the 2020–21 BMSB risk season.
The BMSB risk season is for goods and vessels that arrive in the Australian territory between 1 September 2020 and 31 May 2021 (inclusive). Goods must be treated for BMSB at origin port if exported between 1 September 2020 and 30 April 2021.

The following countries below have been categorised as target risk:
- Albania
- Andorra
- Armenia
- Austria
- Azerbaijan
- Belgium
- Bosnia and Herzegovina

- Japan (heightened vessel surveillance will be the only measure applied).
- Georgia
- Germany

Any target high risk or target risk goods which are manufactured in or shipped from the target risk countries will be subject to the BMSB seasonal measures. Any vessel that berths at, loads or tranships from the target risk countries is also subject to the BMSB seasonal measures.
Containerised goods, that is cargo arriving in sealed six hard sided containers with target high risk goods can be treated offshore, or onshore at the container level. However Flat rack and Open top containers are considered to be break bulk cargo.
Mandatory offshore treatment of target high risk goods shipped as break bulk cargo will be required. Untreated break bulk cargo identified on arrival will be denied vessel discharge and be directed for export.
In addition, the department continues to review the changing risk status of BMSB and will also be undertaking random onshore inspections on goods from other emerging risk countries to verify pest absence in goods.
The following countries have been identified as emerging risk countries for the 2020-21 BMSB risk season and may be selected for a random onshore inspection: Belarus, Denmark, Ireland, Poland, Sweden, United Kingdom, Kazakhstan and Chile.
DAWR will also monitor other countries through a lower rate of random inspections. These include all remaining European countries, Japan, China, Korea, Taiwan, Argentina, South Africa and Uruguay.
Please note, other information to consider in relation to the seasonal measures;
Sealing Declaration
Containers packed & sealed prior to 1st September and shipped after the 1st September may be considered exempt from mandatory BMSB treatment, where that can be demonstrated
- To demonstrate goods were sealed inside a container prior to 1 September 2020 or after treatment, a BMSB sealing declaration must be provided with the lodgement. This document is required where:
- Goods were containerised prior to 1 September 2020 but shipped after this date, or
- The bill of lading does not state the shipped-on board date, or
- Goods were sealed inside the container within 120 hours of treatment occurring offshore.
- Supporting documentation must be completed and signed by either the exporter, freight forwarder, or shipping company at the port of origin.
New, Unused and not Field Tested (NUFT) goods
Under the seasonal measures, certain goods that can meet all the following criteria will not be subject to BMSB measures on arrival:
- Are your goods manufactured on or after 1 December 2020? (A good is only considered to be manufactured on or after 1 December 2020 if all its large, complex components have also been manufactured after 1 December 2020).
- Are your goods classed as new machinery, vehicles, vessels/new complex parts and equipment, and are classified under the following tariff chapters only: 82, 84, 85, 86, 87, 88 and 89?
- Are you able to provide evidence in the form of a BMSB manufacturers NUFT (new, unused and not field tested) declaration that the goods are manufactured on or after 1 December 2020?
