Australian Seasonal measures for Brown marmorated stink bug (BMSB) Details are now confirmed for 2024-2025.

 

The BMSB (Brown Marmorated Stink Bug), an invasive pest that poses a threat to local ecosystems and agriculture. To curb its spread, shipments from high-risk countries within specific dates must undergo fumigation. This safeguards against introducing BMSB-infested goods, preserving local environments and economies. Australia’s Department of Agriculture and New Zealand’s Ministry for Primary Industries enforce these seasonal measures. These are in place from September 1, 2024, to April 30, 2025.

  • BMSB seasonal measures will apply to targeted goods manufactured in or shipped from target risk countries, that have been shipped between 1st September 2024 and 30th April 2025 (inclusive), and to vessels that berth, load, or tranship from target risk countries within the same period.
  • Note: The shipped onboard date, as indicated on the Ocean Bill of lading, is the date used to determine when goods have been shipped. “Gate in” dates and times will not be accepted to determine when goods are shipped.

The measures for 2024-2025 remain similar to last season, with Japan, China and Republic of Korea facing heightened vessel surveillance only.

 

Emerging Risk Countries

The following countries remain identified as emerging risk countries for the – BMSB risk season and may be selected for a random onshore inspection: United Kingdom and China.

  • China – random inspections will apply to goods shipped between 1st September to 31st December (inclusive)
  • United Kingdom – random inspections will apply to goods shipped between 1st December to 30th April (inclusive)
  • In addition to the target high risk goods, chapters 39, 94 & 95 will be subject to random inspections for emerging risk countries only.

Check if your goods need to comply with the seasonal measures:

  • Will the goods be shipped between 1st September 2024 and 30th April 2025 (inclusive)?
  • Will the goods be shipped as sea cargo?
  • Have the goods been manufactured in, or shipped from, a target risk country?
  • Are the goods categorised as target high risk or target risk goods?

If you have answered yes to all the above questions, then BMSB measures will apply to your goods. The same conditions will apply for both new and used goods.

Note: The seasonal measures only apply to the goods being imported, not to the packaging material / non-commodity.

Mandatory offshore treatment applies for goods shipped as break bulk, including those shipped in open top or as flat rack containers. There are no provisions for onshore treatment of these goods.

BMSB compliance will attract shipment fees from providers, and we shall update quantum once received from relevant parties.
